A floating rate is indepentant, while a rate set can be linked. For example, the UAE dirham is pegged to the dollar. This could be an advantage if the dollar is strong, as it is now, but could also be a disadvantage, such as currency fluctuations is beyond their control. The variable interest rates are volatile, which explains why some countries ankle.
